Born in Ottawa, Ontario. Education at the University of Ottawa: BA (1972), LL.L (1975), LL.M. (1980) in business law. Called to the bar of Québec in 1976. Practiced law in Hull, Quebec with Taché and Pharand (1976-1980). Legal Counsel and Corporate Secretary with Atomic Energy of Canada (1980-1983); Secretary General and Executive Assistant to the Chairman of the Atomic Energy Board (1983-1986). Assigned Special Advisor to the Minister of Energy, Mines, and Resources (1987-1989); Chief of Staff to the Minister of Communications (1989-1990): Chief of Staff to the Minister of National Defense (1991-1992); Chief of Staff to the Minister of Consumer and Corporate Affairs (1992-1993). Appointed Assistant Secretary of the Secretariat of Canadian Intergovernmental Affairs for the Province of Quebec (Assistant Deputy Minister) (1993-1995); Vice-Chair and Vice-President of Legal Services of the Agricultural and Food Marketing Board of Quebec (1995-1999); Vice-President of Corporate Affairs, Corporate Secretary and General Counsel, Polycor Inc. (1999-2008). Appointed Chairperson of the Canadian International Trade Tribunal (2008-2010); judicial member of the Competition Tribunal in 2011; member of the Board of Directors of the Council of Canadian Administrative Tribunals. Appointed Judge of the Federal Court in October 2010, Judge of the Court Martial Appeal Court in May 2012; Judge of the Federal Court of Appeal in January 2014.
